The concession trap

Nations that have endured patiently and almost unconsciously the most overwhelming oppression often burst into rebellion against the yoke the moment it begins to grow lighter. The regime which is destroyed by a revolution is almost always an improvement on its immediate predecessor, and experience teaches that the most critical moment for bad governments is the one which witnesses their first steps toward reform.”

Tocqueville is explaining one of politics’ least flattering paradoxes: regimes don’t always fall at their most brutal. Often they crack while trying to improve.
Looking back at Bourbon France, he noticed that the monarchy of Louis XVI was - in some respects - less oppressive and more reform-minded than what came before it; but that relative softening helped bring the whole structure down.

The strategic principle is that relief changes the meaning of suffering.
A hard rule can survive for years when it’s treated as fixed, impersonal, and immovable. But the moment pressure eases, old burdens stop looking inevitable and start looking optional, and that is a dangerous transition indeed.
A concession is never just a concession; it’s both information and data. It tells subjects, rivals, employees and enemies that the time for resistance is at hand, that the center is responsive, and that the old terms were no longer as permanent as they seemed.
This is why partial liberalization so often produces fury, more than gratitude.
What used to be endured as necessity turns into an insult // imposition. Human beings are rarely angrier than when they discover they may have submitted longer than they had to. Institutions miss this because they imagine improvement purchases trust - but often, it does the opposite. It weakens fear before it establishes legitimacy, and it encourages every suppressed claimant to test how much more can be extracted.
If want to unwind a bad system, do it with a clear replacement in hand: new rules, new incentives, a new distribution of authority, and visible gains that arrive quickly enough to harden into order.
Drifting concessions are the worst of both worlds.
They teach people that pressure works while leaving them inside the same basic structure they already hate.
